Activities of Indian Muslims for Civil Rights (IMCR)
Activities during the year 2023
Introduction and objectives
Since its establishment in June 2022 as a registered trust, the IMCR organisation has been relentlessly pursuing its mission through its various objectives. The Indian Muslim for Civil Rights, a Non-political organization, since its inception has been battling to protect and promote the civil rights as provided under the constitution of India. The pursuit for social justice and equality for the citizens of India is another avenue of work for IMCR. Upon its very inception, IMCR had taken a resolve to provide assistance to lost, last and the lonely and their cases relating to violation of their civil rights. IMCR also believes in crucial advocacy through its legal team so as to raise important Constitutional issues and protect the civil and political rights of all citizens.
Therefore, with that goal in mind, IMCR operates through research, legal advocacy, community outreach, and public awareness campaigns, focusing on fostering understanding, inclusivity, and fraternity in a diverse and democratic India. It regularly engages with lawmakers, collaborates with other civil society organizations, and empowers grassroots movements. At the same time IMCR strives to ensure that the constitutional values of justice, equality, secularism and fraternity are upheld for all citizens, regardless of their religion or background.
Activities during the year 2023
Apart from holding the regular meetings of the statutory bodies, that is Board of Trustees and Executive Committee, IMCR has been involved in organising a number of seminars, conferences, symposiums, consultation workshops and interactive meetings on various issues of concern related to the objectives and mission of the IMCR.
Twelve meetings of the Board of Trustees and 6 meetings of Executive/Core Committee were held during the period from April 2023 to 15 January 2026. Various decisions related to several issues were taken after due deliberations in these meetings.
Some of the important activities of IMCR during the above period are briefly discussed below.
IMCR Seminar on AMU Amendment Act - 1981, held in Delhi in May 2023
IMCR came to know of the following developments regarding the Aligarh Muslim University.
(i) Repeal of the AMU (Amendment) Act 1981 by the Parliament and subsequent Gazette Notification by the Government of India on 8th August 2019.
(ii) Govt. of India’s intention and move to scrap the parent AMU Act 1920 and remove its Minority character.
(iii) Constitution of a High-Powered Committee by AMU to look into the matter of review of Pre-Independence Act of the University.
For proper understanding of various aspects related to the above issues, a seminar titled Repeal of AMU Act 1981-An Onslaught on Minority Rights and Way Forward was organised by IMCR on 28 May 2023 at Constitution Club, Rafi Marg, New Delhi. A large number of University Court/Supreme Court and the President of the AMU Teachers Association, participated in the event. Subsequently a detailed 4-page letter was sent by Chairman, IMCR to Vice Chancellor, AMU, Aligarh on 9 June 2023 for needful action in this regard including a meeting with IMCR at the earliest. The IMCR members demonstrated their engagement by organising peaceful protests spanning from the AMU Staff Club to the VC Lodge and extending to Jantar Mantar in Delhi, concerning the AMU matter.
IMCR Conference held in July 2023 at Azamgarh
An IMCR Conference was organised at Azamgarh on 9 July 2023 which was attended by more than 400 participants including eminent members of the community. The Conference was quite successful in its aim of creating awareness about the Mission of IMCR and enlisting the support and participation of a number of notable Muslims as well as non-Muslim members. This has conveyed a very positive message about IMCR and its activities. The Conference was addressed by prominent leaders which included former Governor UP, Aziz Qureshi, Former Union Minister, Mr. Salman Khurshid, Dr. Syeda Saiyidain Hameed, Former MP and Chairman, IMCR, Mr. Mohammad Adeeb, Former MP (CPI) Mr. Aziz Pasha, Sr. Adv. Supreme Court, Mr. Z. K. Faizan Ex. MLA Mr. Shah Alam Urf Guddu Jamali, Ex. MLA Mr. Hafiz Irshad, Convener Conference Mr. Pappu Yadav, Gen. Sec. (org.) IMCR Dr. Azam Baig & Gen. Sec. IMCR Mr. Masood Hussain.
IMCR Conference at Ahmedabad on August 2023
The State Level Conference was organised on 26 August 2023 at Rabindranath Tagore Hall, Paldi, Ahmedabad with the theme: Constitutionalism and Secularism-The Road Ahead to reach out to the concerned community members of this historic city for introducing and sensitising about the mission of IMCR and seeking their active participation and support in pursuance of its objectives. About more than 700 active community members participated in the Conference.
The Conference was addressed by prominent personalities which included Dr. K. Rahman Khan, Former Deputy Chairman (Rajya Sabha) and Patron, IMCR, Mr. Salman Khurshid, Former Member and Founder Trustee, IMCR and senior Congress leader, Dr. Syeda Saiyidain Hameed, Former Member, Planning Commission, Government of India, Shri Shakti Singh Gohil, Gujarat State Congress President, Mr. Amit Chavda, MLA and Leader CLP, besides Mr. Mohammad Adeeb, Chairman IMCR and Former MP (Rajya Sabha), Mr. Imran Kheda Wala MLA, Mr. Ghayasuddin Shaikh Ex. MLA, Mr. Imran Pathan, Sabhasad Ahmedabad Gujarat, and some other prominent members of the community from Ahmedabad and other places in the country.
IMCR Conference in September 2023 at Allahabad
An IMCR Conference was organised in Allahabad on “Our Constitution and Civil Rights” on 24 September 2023. About more than 300 members from diverse areas, including lawyers, political and social activists, former bureaucrats, technocrats, and others participated in the event. The Conference was addressed by prominent personalities which included Mr. Salman Khurshid, Former Union Minister and Founder Trustee, IMCR and senior Congress leader, Mr. Syed Azeez Pasha, Former MP (Rajya Sabha), CPI, Hyderabad, Mr. Naseem Siddiqui, National Spokesperson and senior leader, Nationalist Congress Party, Mumbai besides Mr. Mohammad Adeeb, Chairman, IMCR and Former MP (Rajya Sabha) including S.P. Leader Mr. Mohammad Eram Rabbani, Former Secretary AMUSU Mr. Abrar Ahmad, National Vice President Samajwadi Party (Teacher’s Cell) Dr. Aftab Alam, Social Activist Mr. Babban Dubey, Social Activist Mr. Asrar Niyazi and some other eminent members of the community from Allahabad and other places in the country.
Seminar on “Gandhi’s Idea of India” in October 2023
The IMCR organised a Seminar on “Gandhi’s Idea of India” on 2nd October 2023 at Constitution Club, New Delhi, like the one held on the same occasion last year, wherein Dr. Irfan Habib, Professor Emeritus, Department of History, AMU and eminent Historian of international repute was invited as Chief Guest as the main speaker. Prof. Habib delivered a very illuminating keynote address on the theme of the seminar which was received with great enthusiasm and attention by the participants. A large number of scholars, academics, intellectuals, university students, social activists and professionals from various fields attended the event. The Chairman, IMCR presided over the session which also included the address by Dr. Syeda Saiyidain Hameed, former Member, Planning Commission, GOI and Prof. VK Tripathi, formerly of IIT Delhi.
IMCR Programme on Human Rights and United Nations held in December 2023
The seminar on Human Rights and United Nations held by the Indian Muslims for Civil Rights (IMCR) at the India Islamic Cultural Centre in New Delhi on 12th December 2023, Tuesday culminated in the passing of crucial resolutions aimed at advocating peace, protecting civilians, and upholding humanitarian values in the times of conflict.
The resolutions, unanimously agreed upon by attendees, stand as a testament to the commitment towards preserving humanity amid strife:
Eminent personalities including Palestine Ambassador to India Adnan Abu Al-Haija, IMCR president and Former MP Mohammad Adeeb, Former Union Minister Salman Khurshid, MP Dr. Farooq Abdullah, Danish Ali, ST Hasan, Former MP Sitaram Yechuri, Shahid Siddiqui, Iran Ambassador to India Iraj Elahi, Founder Trustee and Secretary (IMCR) S. Masood Hussain, Dr. Azam Baig, VK Tyagi, JH Vice Chairman Engg. Mohammed Saleem, and All India Students Association President Balaji and others addressed the gathering.

IMCR Convention on “Save Democracy” held in February 2024 in New Delhi
A National conference titled “Save Democracy, Save India” was organised by IMCR at the Speaker Hall, Annex, Constitution Club, New Delhi on February 2024. The Conference was attended and addressed by Former CM J&K, Mr. Farooq Abdullah , Adv. Supreme Court Mr. Prashant Bhushan Sr. CPI leader and MP Mr. Azeez Pasha, S.P. MP Mr. S.T. Hasan, B.S.P. MP Mr. Danish Ali, renowned historian Mr. Ashok Pandey, Delhi University Prof. Ratan Lal, former Chairman Minorities Commission Maharashtra, Mr. Naseem Siddiqui, Sr. Adv. J&K Dipika Rajawat, Chairman IMCR & Former MP (Rajya Sabha) Mr. Mohammad Adeeb, Former Member Planning Commission Dr. Syeda Saiyidain Hameed, Chief Granthi Punjab, Sardar Dharam Singh Nahang, Mr. Hafiz Manzoor Ali Khan, Vice President, Jamiat Ulama Hind Raj. Mr. Sajid Peerzada, Mr. Umar Shafee, Hyderabad, Mr. Shahbaz Hussain, Karnataka, Mr, Abrar Ahmad, Allahabad, IRS (Retd.), & Chairman ABAVP Mr. K.C. Ghumaria, Gen. Sec. (Org.) IMCR Dr. Azam Baig. The Conference emphasized the need for a united front against what is perceived as a decade-long sidelining of the minority community, particularly Muslims, by the current ruling dispensation expressed concerns about the escalating tension, citing instances of mosques and madarsas facing occupation and demolition, with alleged indifference from the courts.
Review of Lok Sabha Election Results – programme in Jawahar Bhawan, New Delhi on 29 June, 2024
A program was organised in Jawahar Bhawan on 29 June 2024 in which it was apprised by the Chairman of IMCR that the teams of IMCR had fanned out in various constituencies and worked relentlessly for the victory of secular candidates for which results were declared on 4.6.24. The teams comprised people from all strata of life, from various faiths, ideologies and civil society. The efforts made by the teams of IMCR yielded significant results. Muslims on the whole voted en bloc for the secular candidates as a result of which the strength of communal parties was reduced to such an extent that they were not able to form the government on their own. It was however pointed out with dismay that the President of the Congress party thanked all castes and creed but omitted the name of Muslims. This was viewed as ungratefulness.
The program was attended by M/s Manoj Jha MP from RJD, Dr. Fauzia Khan, MP from NCP, E. T. Basheer from IUML, Sanjay Singh from AAP, Imran Pratapgarhi MP from Congress, Mohibbullah Nadvi MP from SP, Iqra Hassan Chaudhri, MP from SP, Ziaur Rahman Barq MP from SP, Priyanka Chaturvedi from Shiv Sena, Abul Tahir from TMC, Mahua Manjhi from JMM, Salman Khurshid, Maulana Sajjad Nomani, Syed Sadatullah Hussaini (Ameer Jamaat JIH). The program was attended by eminent personalities from Delhi NCR and about 22 States. The program was attended by about 500 persons and had a cascading effect on all concerned.
Activities during the year 2025
Public Meeting on “Protecting Waqf Lands” organised on 22 May 2025 at IICC, New Delhi
A public meeting on the above topic was jointly organised with APCR. The meeting was addressed by a number of eminent personalities including Dr John Dayal, Prof. Ratan Lal, prof. Manoj Jha – MP (RJD), Mr Danis Ali-MP, Prof. V K Tripathi, Mr Ziaur Rahman Barq – MP, Mrs Iqra Hasan-MP, Amb. Ashok sharma, Mr Jawed ali-MP, Mr Agha Rohullah Mahdi-MP, Dr Syeda Hameed, and Dr Sanjay Singh-MP and Mr Mohammad Adeeb, Chairman, IMCR . The meeting was attended by more than 300 delegates.
Seminar on “Voices of Conscience-A Solidarity Gathering” on 9 July 2025 at Constitution Club, New Delhi
A seminar on the above topic was jointly organised with IPFF. The seminar was addressed by a number of eminent personalities including Mr Najeeb Jung, former Lt. Governor, Delhi, Prof. Apoorvanand, Prof. Nandita Narain, Dr Saadatullah Hussaini, Head, JIH, Mr Mani Shankar aiyer, former Union Minister, Dr Iraj Ilahi, Ambassador of Iran, Dr Abdullah Shavesh and Mr Mohammad Adeeb, Chairman, IMCR . The seminar was attended by more than 150 delegates.
Symposium on Distortion in the Syllabus of History Books held on 4th August 2025 at Constitution Club, New Delhi.
A symposium on the above topic was organised to discuss the distortions in the syllabus of History books which are taking place in recent times. The symposium was addressed by a number of eminent historians, scholars, journalists including Prof. Mohammad Sajjad, AMU, Dr Ruchika Sharma, Mr. Ashutosh, Senior Journalist, Prof. Ashok Kumar Pandey, and Mr Mohammad Adeeb, Chairman, IMCR. The symposium was attended by more than 100 invited delegates.
Haq-e-Aman Conference on the occasion of martyrdom of Guru Tegh Bahadur Ji organised on 24 August 2025 at IICC, New Delhi
The above conference was jointly organised by IMCR with All India Peace Mission and Kendri Sikh Sabha under the patronage of India Islamic Cultura Centre, Delhi to commemorate the 350th martyrdom of Guru Tegh Bahadur Ji. An important objective of the seminar beside celebrating the life and sacrifice of Guru Tegh Bahadur ji was to promote communal amity in the society at large. The Seminar was attended by more than 300 delegates which included eminent lawyers, jurists, journalists, academicians, community leaders, civil rights activists, scholars and civil society members. The Conclave was addressed by Dr Farooq Abdullah, Giani Kewal Singh, Sardar Daya Singh-Chairman AIPM, Mr Salman Khurshid, Former Union Minister, Justice Iqbal Ansari (Retd), Prof. Mohammad Saleem, Mr Gurdeep Singh Sappal-Congress leader, Mr Saadatullah Hussaini, Head-JIH, Prof. Sham Sigh, President, KSS, Mr Mohibbullah Nadvi-MP, Sardar Ghumman Singh and Mr Mohammad Adeeb- Chairman IMCR among other eminent speakers.
Rule of Law” Conclave held on 14th September 2025 at Jawahar Bhawan, New Delhi.
The above Conclave was organised to stress the importance of the rule of law in the affairs of the nation to achieve a just social order. The Conclave was attended by more than 300 delegates which included eminent jurists, supreme court and high court lawyers, journalists, academicians, civil rights activists, scholars and civil society members. The Conclave was addressed by Mr Salman Khurshid, Former Union Minister, Justice Iqbal Ansari (Retd), Mr Sanjay Hegde, Senior Advocate, Prof. Apoorvanand, Sh. Anil Chamaria, Adv. Mubin Solkar, Adv. Fuzail Ayyubi, Maulana Fazlur Rahman Mujaddedi, Secretary, AIMPLB and Adv. Z K Faizan among other eminent speakers.
Second Haq-e-Aman Conference commemorating the martyrdom of Guru Tegh Bahadur Ji, organised on 4th October 2025 in Jaipur.
The conference was attended by prominent leaders of the country from various communities and diverse fields. The speakers insisted that in order to foster goodwill among various minority communities and to put up a united front for protection of their rights, all right thinking people should come together and fight the vice of hatred and communalism.
Activities during the year 2026
Third Haq-e-Aman Conference commemorating the martyrdom of Guru Tegh Bahadur Ji, organised on 4th January 2026 in Pune.
Similar to the first Haq-e Aman conference held on 24 August 2025 at Delhi, the third version of the same was organised on 4 January 2026 at Pune. The event was addressed by eminent persons of diverse fields. The speakers were of the view that in order to protect the rights of minorities, not only the minorities have to come together but all secular minded people have also to be taken on board. The event was well attended.
Public meeting on “Repeated Attacks on Places of Worship of Minorities” held on 3rd February 2026 at the Constitution Club of India in collaboration with APCR.
A high-powered public meeting brought together an unprecedented assembly of legal luminaries, parliamentarians, and interfaith leaders to issue a clarion call against the “artificial communalism” and administrative hostility targeting minorities places of worship across India
Organized by the Indian Muslims for Civil Rights (IMCR) and the Association for Protection of Civil Rights (APCR), the gathering featured speakers including former Chief Justice Iqbal Ansari, former LG Najeeb Jung and several Members of Parliament.
The leaders concluded that the current climate requires a unified, lawful and organized response to safeguard the constitutional right to worship and protection of places of worship. Mohammad Adeeb emphasized that the silence of civil society is no longer an option when the “very geography of minority life” is being restructured by force.
